Noble Predictive Insights appoints chief of research

Byler is replacing Mike Noble, who has moved up to founder and chief executive officer at the company.

Before joining Noble Predictive Insights, Byler worked as an elections data specialist for The Washington Post, with other prior roles at RealClearPolitics and the Weekly Standard.
