UK consumer confidence stays low

In June, the index measuring changes in personal finances over the last 12 months decreased three points to -10 – three points lower than the same period the previous year.
Meanwhile, the outlook for personal finances in the next year remained the same at -2, which is four points lower than June 2025.
The measure for the country’s general economic situation over the last 12 months declined by two points to -49 – six points less than a year ago . Expectations for this measure in the year ahead rose two points to -36 – while an improvement, this ranking is still eight points lower than June 2025.
The outlook on major purchases stayed the same in June (-20 ) and the savings index, which is not included in the overall, index score, was down two points to 20.
Neil Bellamy, consumer insights director at GfK, an NIQ Company, said: “The lack of movement in the headline figure is misleading as, beneath the surface, there are new signs that confidence is weakening.
“The biggest fall this month is among those aged 16 to 29, traditionally one of the most optimistic groups. Here, confidence has dropped 11 points over the past month to -2, the lowest level seen for two years, driven by large falls in views on both their own personal finances and the wider economy.”
The gloomy outlook persisted across the demographic groups, Bellamy added. He said: “More broadly, there are now no demographic groups with a positive confidence score, including higher-income households earning £50,000 or more, who have slipped back into negative territory as of June. Confidence remains subdued and vulnerable to further economic or political uncertainty.”
The Consumer Confidence Barometer has been published jointly by GfK and the Nuremberg Institute for Market Decisions (NIM), the founder of GfK, since October 2023.
June’s survey was conducted among a sample of 2,003 individuals aged 16+ in the UK. Quotas are imposed on age, sex, region and social class. Interviewing was conducted between 29th May and 10th June 2026.
