UK/SINGAPORE/FRANCE – Kantar Public has made three senior appointments to strengthen its policy development and evaluation work.
Dr Leong Chan-Hoong (pictured) joins as head of policy evaluation and data analytics at Kantar Public in Singapore, while Laetitia Dansou has been hired by the company as director of policy evaluation in France.
In London, Richard Lloyd takes up the role of senior director within Kantar Public UK’s Evaluation Practice.
Prior to joining Kantar Public, Chan-Hoong held positions as associate professor at the Centre for Applied Research at Singapore University of Social Sciences. In addition, he was senior research fellow and head of social lab at the Institute of Policy Studies, National University of Singapore.
He was appointed by Singapore’s Ministry of Culture, Community and Youth as a member of its National Integration Council and is also Singapore’s national representative for the World Association for Public Opinion Research (WAPOR).
Dansou brings twelve years’ experience in consultancy services focusing on public policies. She joins Kantar Public from the consultancy agency Semaphores, where she was responsible for the strategic and operational development of its evaluation studies.
Since 2013, she has been teaching at the Sorbonne University where she is responsible for the module on evaluation studies for political science students. In this role, she will represent Kantar Public in the professional organisation, Société Française de l’Evaluation.
Lloyd joins from ICF Consulting, bringing over 30 years’ experience in directing evaluation studies for public realm clients across the UK and EU. He has expertise in the design and direction of complex, large-scale, multi-partner process, impact and economic evaluation studies, across a wide range of policy areas – often with a focus on interventions to support individuals with multiple and complex needs.
In his new role, Lloyd will be helping to grow Kantar Public’s end-to-end evaluation offer with UK government clients.
Commenting on the appointments, Kantar Public global chief executive Michelle Harrison said: “Our focus over recent years in our international programme and policy evaluation services has been two-fold: first, to put gold standard data and evidence at the heart of our work.
“Secondly, through our Hexis approach, to bring insights to our clients on how behavioural insight can be used to improve policy effectiveness in real time. This has been working well and it is a pleasure to have public policy professionals of the calibre of Richard, Leong and Laetitia join our senior team.”
