ICO becomes the Information Commission

UK – The Information Commissioner’s Office (ICO) has officially renamed as the Information Commission and opened a new headquarters in Manchester.

The changes include new governance arrangements introduced by the Data (Use and Access) Act 2025, with the work of the ICO now overseen by the Information Commission Board.

The board’s non-executive members have formally assumed their new roles, and have appointed Maggie Carver as deputy chair of the Information Commission.

Carver will assume the responsibilities of chair while the Department for Digital, Culture, Media and Sport recruits someone permanently to the role, which is expected to conclude in spring 2027.

The new headquarters is in Oxford Road, Manchester. The Information Commission said its core responsibilities would not change as a result of the new name.

Paul Arnold, chief executive at the Information Commission, said: “Today is the beginning of an important new chapter for our organisation. As the Information Commission, we are building on more than four decades of experience while strengthening how we are governed and led.    

“Our new Manchester office and our new governance arrangements are both part of the same ambition: to become more connected to the people and organisations we serve, more capable of meeting the challenges of a rapidly changing digital world, and more confident in the contribution we can make.”

Digital government minister Stephanie Peacock added: “The new Information Commission will continue to provide strong, independent oversight of data protection, while bringing together a range of expertise to ensure the regulator remains equipped to respond to future challenges and opportunities in a fast-changing digital world.”
