Allto will be advisors and make evidence-based recommendations on the two new research methodologies that will replace the current Service Incentive Mechanism (SIM) research introduced in 2010.

When the survey designs have been finalised Allto will test them by running several pilot studies with the aim that Ofwat introduces them from 1 April 2020.

The survey results feed into the pricing, investment and service packages that the water companies are obliged to provide and which must be agreed in advance by Ofwat.

Matt Counsell, who is leading the project for Allto, said: We have completed many projects for Ofwat, and most of the water companies over the past 10 years, and we are pleased to be invited by Ofwat to bring our experience to the table for this important development.”
