How Norfolk County Council turned residents into councillors

How do you get people to engage with the tough spending decisions that local councils have to make on their behalf?

From today’s Social Research conference, Anne Tansley Thomas of Norfolk County Council and Matt Dobbin of Discovery share how they managed to get residents involved in local service decisions by turning the council from a ‘they’ to a ‘we’.
